As of my last knowledge update in January 2022, here is a general overview of the marriage registration procedure in Delhi:

  1. Notice of Intended Marriage (Form-1):
    • The first step is to give notice of the intended marriage to the Marriage Registrar of the district where either party has resided for at least 30 days prior to the date of notice.
    • The notice is submitted in the prescribed form (Form-1) to the Marriage Registrar.
  2. Verification of Notice (Form-2):
    • After submitting the notice, the Marriage Registrar publishes it on the notice board of his office.
    • Objections, if any, to the marriage can be filed within 30 days of the notice. The Marriage Registrar will inquire into the objections.
  3. Declaration by Parties and Witnesses (Form-3):
    • If no objections are received, the parties can solemnize the marriage after the expiration of 30 days from the date of notice.
    • Both parties along with three witnesses need to sign a declaration in the prescribed form (Form-3) and submit it to the Marriage Registrar.
  4. Issuance of Marriage Certificate (Form-5):
    • After the solemnization of the marriage, the priest or the person who has solemnized the marriage provides a marriage certificate in the prescribed form (Form-4).
    • The parties, along with the witnesses, need to sign the marriage certificate, and it is then submitted to the Marriage Registrar.
    • The Marriage Registrar issues the marriage certificate in the prescribed form (Form-5).
  5. Registration of Marriage:
    • The marriage certificate is registered, and the Marriage Registrar issues a certified copy of the entry made in the Marriage Register.
